Billion dollar wealth isn't static cash . It's control of global enterprises either by the people who created the enterprise or investors perspicacious enough to have supplied the assets to create it .
Or who inherit it, or who were lucky.
Look up the Hunt brothers . They were a good example of : if you are not competent , it will soon be gone .
